Does UMD admit first to the school and then to a particular college? Wondering if DD might have a better chance of getting into the school since she is interested in the College of Education, which is not their most popular College.

I think that they accept candidates who may or may not then be accepted by specific colleges thereafter, or the Honors college etc. I read these details on their website page of FAQ:

When you apply to UMD, you apply to a specific major. Some majors are Limited Enrollment Programs (like engineering) and you might be admitted to the school, but not the major.
