VA Proposed Bill on In-State Tuition and OOS students

Requires, for the next four academic years, the tuition charged to Virginia students at each public institution of higher education to be capped at the rate charged to such students for the first academic term of the 2017-2018 academic year. The bill permits, during such four-year period, the room and board charged to such students to be increased on an annual basis in advance of the first academic term of the academic year, but requires the percentage of such increase to be capped at 90 percent of the annual percentage increase in the Average Consumer Price Index for all items, all urban consumers (CPI-U) for the preceding calendar year. The bill also requires, for the next four academic years, the percentage of non-Virginia students enrolled at each public institution of higher education to be capped at the percentage of such students enrolled for the first academic term of the 2017-2018 academic year and does not prohibit an increase in the tuition or room and board charged to such students during such four-year period.

Sounds great to me but it's just a bill being introduced. Thousands of bills are introduced every year that go nowhere. Every year Delegates introduce bills like this so they can go home and brag to their home district, "Look what I introduced" but the bill dies in committee. Every year NoVA delegates introduce bills giving more seats at UVA to FCPS or NoVA but they go nowhere.

Blah, blah, blah. Agree with PP. This is just a stunt so some rep can go back to their district and say they are fighting the good fight.

Albo introduces a bill to limit out of state students at all colleges almost every year. There's no way to pay for it, so it fails in committee every single year.

I would love to know how much it costs in staff time to get these bills through the process every single year. What a waste of time and money.

Tuition did not increase at the same rate at all public schools, so some schools would lose out. I'm sure this will get tweaked.

It's already dead. Killed in committee.

Most bills die. Never get up in arms over a proposed bill in the VA state legislature unless it has co-sponsors from both parties.

Not dead at all.

Sorry PP, it's positively dead. Period. The Subcommittee indeed killed it. See: https://lis.virginia.gov/cgi-bin/legp604.exe?181+vot+H0206V0018+HB0351

I'm just a bill
Yes I'm only a bill,
And I got as far as Capitol Hill.
Well, now I'm stuck in committee
And I'll sit here and wait
While a few key Congressmen discuss and debate
Whether they should let me be a law.
How I hope and pray that they will,
But today I am still just a bill.

You’re quoting, I think, a catchy tune about the federal legislative process. Here, however, we are discussing a matter that is in the state legislature.

Yeah thsts my quote from schoolhouse Rock, about how a bill becomes a law in congress.
Someone said “ bill” and “fails in committee” and that popped into my head. Sorry to derail the convo. Carry on!

They voted to table it. It is therefore dead.

The state's website can be confusing. It's much easier to follow the state legislature (by rep, by topic, etc) on Richmond Sunlight.
