How do I make my own PE class? Any homeschoolers know?

I pick up my daughter from kindergarten at 3:15. That's the part of the day when, in preschool, she'd be running around the playground or the community center's gym. Her DCPS only does PE once per week and they have a fairly short recess. We've been playing around in the local park after school, doing a pretty fast version of hide and seek, occasionally kicking a soccer ball or hitting a whiffle ball, plus brisk walks in the neighborhood, but I actually think that we ought to be doing something that benefits her motor skills in addition to burning off energy.

Are there recommended games and exercises for this age that PE teachers would be using? It's not that I am a competitive sports person. But I figure that the "E" in PE is there for a reason, and if they're not developing this aspect of her, I should give it a try.

FWIW, many homeschoolers use the gymnastics, swimming, and soccer classes as PE.
If you are concerned, as you should be, either sign her up for classes that provide rigorous exercise, or get her to do it with you. Either at a gym, or something like jogging.

Honestly, I think playing on a playground, in the yard, or on bikes is enough for most kids this age. They need outdoor time and exercise but not necessarily adult-guided activities.

Tennis is a good sport, especially if you're not good, b/c you run your tail off chasing the ball.

kicking around a soccer ball does plenty for motor skills and can be free form.

Can you find another kid in the school to take with you to the park?

You can find lots of ideas by googling "physical education" objectives kindergarten. What will come up are curriculum objectives for kindergarten PE. A good PE program definitely does have an "E" component, it's not just running around. Here's the first link that came up.

I let my son rum around the playground, or ride a bike everyday after the school (where he has 3 PE classes per week). He also has soccer 3 times a week. When the weather is bad, we go to the open gym in our local RecCenter.

13:44 here. Does she do jump roping yet? At dd's school, many of the kindergartners and 1st graders are jumping rope during recess, so it's a good skill to have.
