What did DC do to its withholding rates?

I changed nothing on my end for withholding, but my most recent paycheck had my DC withholding as $130 less per paycheck than previously and a line under it said something to the effect of "DC withholding adjustments." It took me a lot of trial and error to get the silly withholding correct, and I was using 21 exemptions. That's obviously not working now, but the DC withholding tables/instructions are not shedding any light for me on what changed.
