Would either of these be a good choice for a new to lacrosse 12/13 year old?

Certainly. If you haven't done so already, also sign him up for your local rec league. He'll be placed on a team with other kids of commensurate experience and athletic ability. If he really takes a shine to the sport, think about some small group or individual lessons to with skill development. Likewise, and this is always a challenge with kids otherwise immersed with their computers or phones, get them out throwing the ball against a wall. Wall ball is a fabulous way of developing hand eye coordination and stick skills.
