White House Czars

What do people think about the practice of White House Czars? Is it getting out of control, with the drug czar, car czar, pay czar, etc.?

How much insight does Congress have into what these people are doing?

Before everyone piles on and says that Bush did it and Republicans are the biggest offenders, I don't care. I am not blaming anyone. I am more interested in understanding why there is such a need for these positions.
