Title 1 schools - help me to understand

What exactly does it mean? Lots of low income families or ESOL students? Is it bad or good thing for a school?

I am with you, OP. I don't know what to think. How come the Falls Church City Public school, TJ, which is considered to be one of the best in the US, is the Title 1 school?!

TJ is not in Falls Church City. It's in Fairfax County and it's not Title I.

I guess, PP meant Thomas Jefferson ES. It is in the City of Falls Church.

Thomas Jefferson ES is the only upper elementary school in Falls Church City so it's a Title 1, G/T, ESL, everything school for all the Falls Church City kids in 2nd-4th.
