Yes, it's allowed. I've heard Woodacres has more than that per class.

apparently, the max allowable size is 30 for grades 4 & 5. When every 4th grade or 5th grade class in a school has 31 kids, then the mandate is to open another class at that level. slightly smaller mandates for younger grades.
