Someone really needs to crunch those numbers, but it looks like Asians have the lowest rates, and the white rate is one-half the Hispanic rate and one-tenth the black rate.

My hunch is that it is correlated with income. Asians in the U.S. have higher incomes than whites. And condoms are expensive, funding has been severely cut for free condoms. They are really only given out free at Planned Parenthood and college health centers. They are no longer in public schools or just generally free in convenient locations. If you're not regularly on a college campus or a nearby free health clinic, you're probably not near free condoms.
