Are 311 complaint calls in DC about nuisance neighbors anonymous?

I am planning to report a nuisance neighbor. Can I call 311 in DC and complain anonymously? Or do they require details about the caller's identity?

I never call 311 but I use the app and you can submit all kinds of complaints or service requests anonymously, although sometimes they ask for a phone number

To add, reporting it depends on the nuisance. You can use the app to report an abandoned vehicle or illegal parking but not something like your neighbor is playing loud music in the middle of the night.

I mean I do NOT want this neighbor to know it was me complaining. I assume that, if not anonymous, the complaint will at least be confidential?
