Giant in Potomc (River Road) Sour milk and old bacon

We're so upset. DH went to the Giant in Potomac earlier this week. He saw Oscar Meyer Bacon was on sale but it was past the sell date of 9/8. He told the floor manager and showed him the packages. DH was back there two days (Thursday) later to pick up milk and the floor manager had put it back on the shelf. He complained again and the manager and several clerks did not care until he took a picture of and told them he would send this to corporate and OM. This isn't a fews days off its almost two weeks!

Well to top everything off the milk he did buy there was sour even though it was within the date. DH was the one one who drank the milk and was home throwing up for a day. We smelled the milk it was sour. I'm glad we had not opened the organic milk that we bought there and given it to the kids yet. We opened and smelled this one and it was also sour too. These are two different types of milk and there is definetely something horribly off on how they store food and stock/check their shelves.

Does anyone know how you report something like this to the Board of Health?

9/8 is September 8, which is still 2 weeks away. How can an adult drink sour milk and not know it?

OP here sorry the dat was 8/8 August 8. He had the milk in a bowl of cereal and didn't notice the taste being off.
