Should I include letters of reference with a application.

I'm emailing an inquiry for a position. Job is related to working with children and families. I have letters of reference from families I have worked with detailing their experience with me. Do you think it would be worth it to include those in the email as an attachment? Or should I wait to share those if I'm offered an interview?
