When to start applying? Long Wait Lists?

My son is 18 months. I live in DC. I have been told that there are wait lists already for the 2010-2011 school year. I am shocked. I am calling schools, but many are on summer break. I want a good school and fear those are already filled. Am I over reacting? Is this just new mom syndrome? My parents live in Ohio and can't understand my stress.
