Once Ryan knew he had the votes, he probably gave her a pass to vote no. That is standard procedure, by both parties - they want their marginal members to win reelection, and so will give them a pass once a majority is assured.
Making Ryan an ex-speaker would assure this kind of legislation would not pass. |
