If the government shuts down, will DC city services be affected?

I know Mayor Gray avoided this in 2013 when the feds shut down by using surplus funds from the DC budget, but what will Mayor Bowser do? Will trash be picked up? Will the libraries be open?

legally DC budget is subject to congressional approval s when congress shuts down because of budget then DC shuts down too. the way around is for the mayor to declare all DC employees "essential" and then can tap surplus to pay us.

How come no one can give me an answer on this? What will Mayor Bowser do?
