Is this the Cancun area? If so, there's still plenty of fun stuff to do. Plus, it's tropical rain. It will dump for 30 minutes then clear up for 90 minutes. Not the end of the world.
You can go scuba diving in the rain. Swim at cenotes. Go shopping. Etc. PS - you're going pretty late. Everyone knows the best weather is December to March. April is beginning of rainy season. |

It's way too early to say it will for sure rain all day every day NEXT WEEK. Forecasts shift a lot.
In the mean time, find some fun things to do that aren't heavy sun dependent. |
| Nothing more fun than swimming in the rain. Less chance to burn. You will still enjoy beautiful views drinking a mojito at the beach bar. And, it won't be raining the entire time, just a shower here and there. |

I went to Disney World during an actual tropical storm one year - the news showed civil patrol passing out sandbags to homeowners.
And it was one of the best trips of my life. You can't do anything about the rain, but you can fix that attitude! |

Well if she does tours or guided excursions, the "corrupt police" issue is already taken care of. Also, if she is going to the Cancun/Riveria Maya/Cozumel area, there is less of that than on the Western coast. |
