Govt Contracting Question

I was a gov't representative on a gov't contract which ended some years back and I transferred to another agency.

The contractor is bidding for gov't contract and a gov't representative for another Agency contacted me for a reference about the contractor. They are asking specific questions and I don't recall all the details. I'm uncomfortable giving the reference since I no longer work for that Agency and don't feel it's appropriate to be speaking on their behalf.

Trying to figure out how to deal with this situation. It has nothing to do with my current Agency/employer so there's no one at my current job that I can ask for guidance.

Decline to participate. You can't be forced to be a reference.
