etsy.com and art.com (the unframed stuff). You can then frame it with World Market or AC Moore or Michael's frames.

Congressional Plaza in Mo Co. Next to the Container Store, there is a store (Aaron Brothers??) that is closing. They have 50% off signs up in their windows. I've shopped for framed art work there before and they have/had a good selection.

I've always used Aaron brothers for framing and have also purchased prints from them. They've also got coupons that come out.

Ikea is good. upscale resale in arlington has great art sometimes, hit or miss. Michaels if you really don't care about the real thing, who can afford that. I frame my childrens art, it is original and colorful.

PIer One is having a big sale - saw big wall frames for 50% off - there was one I liked for $30 instead of $60. Still a bit pricey, but it was a big collage ad rather nice. Wherever you go, make sure to google the name of the store and coupon to see if you can get further discounts. I did this with AC Moore, Borders and some online stores recently. Every little bit helps!

Michaels does a great job of custom framing - it is always 50% off assuming you buy the frame from them. I had a large (11x14) wedding portrait framed there with a double mat and a very nice frame for about $150. The price is mainly determined by the size of the item, but it also saves money to choose a less expensive frame, single matting, etc.
