Please advise- good area in VA, close to DC, for my mother to move to

My mother is planning on moving to Virginia and is not too familiar with the area. She would like to be in a nice suburb in VA- a good area with educated people around, nice restaurants, SAFE, nice shops. She would like to be able to drive to a train station that can get her to DC. She would like to pay no more than $1100 for a 2 br. Does anyone have any suggestions?
