What do all the abbreviations mean?

| Recently interviewed for a government position and I'm reading the hiring freeze post but don't understand any of the abbreviations: TO, EOD etc. BI I assume is background investigation? Anything else? And assuming no hiring freeze what is the usual process to hire? My HR person isn't answering any of my questions and I'm trying to understand the whole process. |
