Pre IEP Assessment/Eval Reports

Quick Question: We have our assessment reports from PWC schools that will feed into the IEP goals setting meeting tomorrow. There are NO score provided and were told this is because he's a dual language learner (which technically isn't true - he only speaks english with us and that what we were asked to go 4 years back).

Is there a ruling/law/policy that anyone is aware of?
