Is Pipe bomber at DNC and RNC a woman?

I don't know who Darren Beattie is, but there is a protocol for this sort of thing, and what he calls "nonchalance" is the police following the protocol to get the bomb squad and confinement teams on to the site. I am not sure what he expected the rank and file officers to do, but they were doing their job in these videos.
