Actually the mowing was pretty terrible in MoCo this year too- Covid related somehow although mowing seems like a pretty socially distant job.

I think it's the budget. You get what you pay for.

Rockville city services is pretty good about mowing the medians, and what not. I live around the border of Rockville city and MoCo, and I notice a difference. For example, along Falls Rd, there are sidewalks on the Rockville side, and the public grass areas are mowed regularly. Once you cross over to the county side, the sidewalk stops and the grass along the public roads are unkempt.

People who don't pay taxes or pay very little taxes do not have a sense of being a stakeholder. I don't recall where I read this, but it's an established theory that a broad tax base is conducive to civic engagement because people take better care of things that they help pay for.


There is definitely some truth to this. We have a large ‘underground/cash-only’ economy in Montgomery County.

Plus, many laws aren’t enforced, which adds to the feeling of ‘who cares if I throw my trash on the ground’. Nobody is going to enforce any litter laws anyway.

Council doesn't care. They want more and more dense housing so they can get development money for their campaigns (while claiming its for affordable housing), and you're going to get more litter. If you don't like it, you'll have to move.

Where do you live?

I’m not the OP, though I do live with the poors. Sadly, we have litter everywhere here. But driving around, even in some of the ‘nicer’ parts of Montgomery County, I see trash on the sides of the road constantly.

I agree the litter is bad in Maryland but it is NOTHING compared to what I’ve seen on the side of the highway in California, especially near LA. I’ve seen sofas, refrigerators, toilets, bags of clothes, and other random things in addition to trash and countless plastic bags off of the highway in California. For decades. It’s awful.
