I went as a junior and senior. Drank a lot smoked a lot of pot. Didn't really hang out with the friends I went down with. Hooked up with catholic school girls both years!! Good times!!

The town of Ocean City has no legal way to prohibit high school grads from coming, anyone can rent a hotel room. They have a Play It Safe program to help keep kids safe, with free activities and discounts on food, bus transport and alcohol free entertainment. Motel/hotel rooms generally can be rented if 18, but condos usually require signature of someone 25 or older to be legally liable for damages. The city does try to protect kids from themselves and will check cars etc for illegal alcohol. If kids are drinking or causing problems, they will be evicted with no return of deposits. They do keep a tight leash on illegal drinking, drugs and nuisance behavior. OC does a good job with this, but can’t fix stupid decisions kids can make.
