Teachers come out of the operating budget. Chromebooks come out of the capital budget. (Or at least the previous Chromebooks did.) You usually can't use capital money for operating costs, and it's almost never a good idea.

What do you mean, how? You reallocate the funds. Organizations do it all the time.

The only reason for having Chromebooks was to take PARCC tests. The tests turned out to be a disaster.

No, I am sincere. As far as I have heard, PARCC testing went smoothly overall in MCPS. Please explain in what way you think the PARCC tests turned out to be a disaster.
