Chinese who speak good English are a dime a dozen and are not really that much in demand. But, a non-Chinese who can speak Chinese will get scooped up by international business in a heartbeat. It's about asymmetrical business warfare. The Chinese they do business with will never expect a caucasian or AA to understand Chinese and will have their guard down.
