This is OP and this is part of the problem. I have actually told my supervisor we don't need to hire more attorneys but supervisor are afraid if they don't use the money in their budget for more hires, they will permanently lose the funding so they hire people we don't need and then exaggerate the work we are doing to the higher ups to make it seem like we are busy.

I had the same situation re: supervisors hiring too many people/internet surfing all day in a Federal government attorney position. In fact, the whole office could have been eliminated. But they kept hiring tons of people anyway. I left.

I think sometimes the problem is the cyclical nature of the work we're doing. In my department, during budget or forecast time and when the accounting monthly cycle closes, we are all very busy. At those times, it would be hard to do everything with fewer employees. At other times, there's not much going on. So some weeks I'm working till midnight every night, but that's pretty unusual. And other weeks I'm struggling to fill even 30 of my 40 hours. I do search for other stuff to do, but a lot of organizations are territorial and political and if you do that too much, you end up invading someone else's turf, freaking people out and it's not worth the effort.
