I will say now that my situation is a hypothetical, since people are starting to get worried about me. I didn't really mean to indicate otherwise but having re-read my post I think I unintentionally forgot an "if." I do drive and I've been registered to vote in Maryland since I turned 18. And Maryland is not currently subject to any voter restriction laws that I know of.
But if you think you can apply for a new, non-driver ID at a kiosk, or even an express office, you're dreaming. Same with changing from another state's ID to Maryland's. You need to go to one of the full-service MVA locations.
From where I live in Montgomery County, wmata.com's trip planner shows a minimum of 1 hour 15 minutes, ONE WAY, to get to the full-service MVA in Gaithersburg, using a Metrobus, a Metro train, and then a Ride-On bus. At a cost of $8.10 or $4.60 with SmarTrip.
So to go there to get a state-issued ID would take 2 1/2 hours NOT even counting the time spent at the actual facility, which in my experience has been shall we say substantial. This would have to be done during business hours (and, as an aside, the MVA was closed this past Monday AND this past SATURDAY in observance of Columbus Day) and could cost more than $16. Imagine you're a nanny during the day and waiting tables at night. Does this sound feasible to you?
