When a grade has a lot of challenging kids

Is it 4th grade? 4th grade was the first year back after Covid and has the one-two punch of (1) kids who never went to preschool so they've been a year behind in socialization skills since the start and (2) a lot of "redshirted" kids whose parents held them back a year because they knew they couldn't handle online kindergarten. A LOT of these kids have IEPs or 504s or learning/behavior challenges that are not documented. It's a lot for teachers and admin to handle because it makes the classes extra large. Every grade in my child's school has three classes except 4th which has 4 classes and 5th which has 2 classes.
