But the answer to your specific question is Iowa and Iowa State. They use a formula called the Regents Index that considers just your ACT/SAT and GPA. If you're above the minimum, you're in. You can find it here:

No, we don't have that here.
A 1600 and 4.0 UW with max rigor is far from sufficient fro Caltech. I don't think that's what OP is looking for, unless they consider the IMO to count as a "test" in the context of their original post.

Sort of…it gets you into the university but not necessarily the major/program of your choice Some majors and programs are very selective - business, CS, etc

Only college of liberal arts and must be in state. Everything else is very competitive.

I'm not sure why you would want a school that used grades and test scores alone. Test scores are objective measures, but measures of what? There is raw ability, but then there is what you do with it. Colleges want to see that you get things done. There are plenty of cab drivers in Mensa.

Cambridge and Oxford are not easy to get into. You need an in depth knowledge of your major. There are additional tests and interviews by professors. DD was interviewed by 4 professors in her subject matter. She has to solve very difficult questions. Or at least show her thought process. Cambridge is a bit weary of taking Americans since they tend to chose too US schools. DD is at HYP and she has a number of friends who turned down Cambridge in the UK, including two Brits.

Yea, we got offers from several UK schools based solely on SAT and AP scores. They never saw our transcripts.

When we toured Cambridge, we were told there are only about 30 Americans per year in the undergraduate program across the entire university. The college we visited, one of the larger ones, had only 2 other Americans. I think >50% of the kids who have offers from Cambridge end up with offers at Harvard and Yale and whatnot so they decline Cambridge.

Yes, there was an additional test and the interview is supposedly about 60-70% of your admissions decision.

Because if you have a 17 year old with high grades and test scores, it’s nice to think that at least one university in this country might offer them at least a chance at an education. Even if they can’t play lacrosse.

No, and they never will because basically all of the elite colleges are all-in on the idea of using their position to advance a specific social and political agenda. Strong kids from disfavored groups are just the collateral damage.
