OP - as others have mentioned, he's not short, which should help a little. It sounds like he just has a baby face? Is there any way you could take some temporary actions to make him feel older? Like a new haircut? Or a shopping trip to get some clothes for the summer? Maybe even a "nicer" brand of clothes to make him feel mature?

Also OP some strength training and attention to diet can help. My DS is the same age and in the same boat (currently 5’9” maybe 120). His weight gain has picked up a little bit with strength training + making an effort to eat more calories. Last year at this time he was 5’5” 95 - obviously is still skinny but has put on 25lbs in a year. Obviously, he is still not muscular or filled out in appearance, but he is stronger and is trying his best and it has been good for his health and self esteem too.

A lot of gyms and fitness centers will offer beginner strength training or conditioning classes (Google for your area). At minimum, he will learn how to lift weights or do other strength training exercises safely and properly. Also there is a wealth of info online about dietary changes to help skinny teen boys gain weight (because this is really very common).

Also, load up the fridge with the Pure Protein shakes or the FairLife protein chocolate milks.

A good friend was a round pudgy kid at 16, maybe 5'4". At 25 he was 6 ft like his dad, thin but with muscles and a deep voice.
