I see you're unfamiliar with Governor McKinney who, in 1893, only slightly discouraged lynchings by suggesting that it was preferable to just let the commonwealth try and execute them legally through the courts:

You are not a JAG, as a JAG wouldn’t talk about another JAG like this on a public forum. He would not have been promoted to Colonel unless he was an outstanding JAG. The selection rate is around 30% for Colonel.

You obviously do not understand how officers are confirmed by Congress. A single officer doesn’t have the ability to hold up promotions. A branch of the Army submits a list and asks the whole list be confirmed. The JAGC stands by its whole list and rarely removes a name. A single soldier on the list has no role in whether the list is approved.
