Maybe because in the mid-80s she was more focused on her movie roles.

This was pre-Cher’s big late 80s comeback (I Found Someone, Turn Back Time, Moonstruck etc.) She was close to irrelevant at this point.

Don't know why it was an either/or, but I read that they didn't think Madonna's voice was as distinctive as Cindy's, which is true. They were looking for distinctive singers.
