Language might not be a barrier in this setting, but a lot of these kids may be from more recent immigrant families who may have a low education and don’t speak good Spanish at home and don’t have a great education/vocabulary. There could be other reasons as well. Parents have to fill out paperwork, and give permission at several stages of the process. Even more so, if it’s not an “automatic identification” via testing scores. I’m sure the school offers help and translation, they always do, but follow through may be lacking on the parents part. |
