Op - the point is not how many funds are earmarked for Texas or what they should do with them. That’s a valid argument, but does not belong on this thread. The point is not whether Texas shelters are full (they’re not) or even if they aren’t full, whether it should just be Texas’s issue. None of that is the point.
The point is that using actual real human beings like ‘props’ in a metaphor to make a dangerous point is an indisputably morally bankrupt way to behave. The fact that it happened on Christmas just underlines the hypocrisy. A less morally bankrupt way to behave might be to bus them to shelters in other states - or better yet - use some of the earmarked funds to set up shelters in other states.
