Why don't people know to stop at crosswalks?!

OP: Why don't drivers know to stop at crosswalks, as required by law?

Since it has been getting darker earlier, there seem to be a lot more pedestrians out at dusk and in the dark when it is just plain hard to see.

Yes, that's why drivers need to drive more slowly at dusk and in the dark.
