Cab with Car Seat (not Uber) to DCA

I'm traveling to DCA with my two-year-old and I'd like to reserve a cab with a car seat. Uber is unreliable (typically no cars with car seats are available). I called one car service that wanted to charge $80, even though we live very close to the airport. Any recommendations?
