Fidelity reconfigured their indexes, and are now cheaper than Vanguard and trying to make a play in the low cost market.
It was effective the last couple weeks.

For kids, you might want to peg to lifecycle funds, esp if you are saving with college/adulthood in mind. You can choose the target date.
