Can implantation take place 17 or 18 days dpo?

I think I'm still pregnant. I had heavy bleeding changing a panty liner every hour but then today just brown spotting. I thought it was miscarriage at 4 weeks but maybe it was implantation.

No. If implantation hasn't happened by 13-14 dpo you get a period.

Anything is possible but I'm sorry to say it sounds like a chemical pregnancy or very early miscarriage. In the case of the latter you might still get positive pregnancy tests for a while since it can take time for the HCG to leave your system.
