Can you use curtain tiers as regular curtain for small window?

I have small basement window around 31 inch...After doing some research, I think curtain tiers will be best as they are smaller in size. Can I use these on basement window as a regular curtain (cover entire window and not just bottom?)

I have never used curtain tiers...Not sure how it works.
