They're speaking about culture here, not nationality. It's like the Amish (well, the opposite of the Amish) saying they didn't want their kids to marry Americans. The Roma are a people who originally came from India and migrated (usually because they were kicked out) through Egypt (hence the name Gypsies) and into Europe and then to the Americas.
