As a parent I heard for years from MCPS that my child did not qualify for a 504 Plan or an IEP because despite his disabilities, he had passing grades. He has passing grades because teachers exempted work that he did not do or gave him full credit when work was late. The net result was grade inflation so that the overall report card grades were fine but it did not reflect the struggles and deficits my child had that impeded his task completion.
