That determination was made in 2011. I seem to remember that PGCPS had recruited a lot of international teachers in the late 2000's and that some of the visa applications were questionable.

Yeah, several years ago, the county went to the Phillipines to find teachers. The rules of the visa program said that certain fees needed to be paid by the county, not by the applicants, but the county told the would be teachers they had to pay these fees themselves. It added up to about $3000 or $4000 per teacher in fees. Whether people in the county knew this was in violation of the law, is not clear. Maybe they were just incompetent.
