Best Temp Agencies to apply to?

My younger sister is trying to get out of our hometown, which is doing terribly economically. I encouraged her to start applying for jobs here, but she is not getting many bites on her resumes because it's been a few years since she was out of her bachelors and her jobs never lasted long due, again, to the poor business in our home state. We can get her out here once we has some interviews and put her up for a few weeks, but I'd love some suggestions where she could apply to get a bit more experience in admin jobs and possibly eventually get more interested in more permanent job.
