Getting back into the job market. I have a LinkedIN profile, now looking through LinkedIN for jobs. How appropriate is it to Inmail the HR person associated with the position I'm interested in?

I wouldn't, really. If you simply add the person, it allows them to see your LinkedIn profile, which presumably includes some detail that resume doesn't? That should suffice for now.
