Example:
Siblings A&B are waitlisted for K and PK3 at HRCS. Sibling B gets in off the waitlist, now sibling A now gets bumped up because she now has a sibling in the school. She is now at the back of the "w/sibling" waitlist pack, but ahead of all the other waitlisted kids. |

Sure - new family moves IB to a school after lottery deadline. |
| For example, you move inbounds for a school after lottery application closes and apply for PK4. You then get placed ahead of everyone who has less of a preference than you (OoB w/sib, proximity, no preference). Those people see their #s go up. |
| Or a sibling of a current, enrolled student decides to apply post lottery (decided to leave private school or whatever). They'd leapfrog over anyone with less of a preference. |
