All Charges dropped

It is probably difficult to prove who did what in a crowd. Definitely a bad news though, the idea that somebody can sucker punch you just for fun on your way to work is not that nice

I don't know what you mean - McDuffie is trying to make the juvenile system more humane! No more unnecessary detainment (which is probably what the police already doing, this just formalizes it):

In DC "juvenile justice" means if you're under 18, you can get away with anything. And the perpetrators know it.
