Indoor cat wants to go out all the time

My boy cat is neutered and he is 3 years old. He and his sister (my girl cat) sit by the window on their cat tree and feel pretty happy. We have many windows from where they can watch outside. I also have lots of toys for them. The boy cat plays a lot like a kitten. But no matter how well he is entertained, he wants to go out. He meows and yowls by the door. When I come home, he escapes through the gap and runs away. When I try to bring him back, he runs away further. He wants to be outside. I feel sad to bring him back in but I also don't want him to go out unsupervised. He walks on the leash for some time but wants to be on his own outside. What do I do?

maybe you should let him? can you get a cat flap in your door?

You provide him with entertainment inside. It is not fair to the environment or to him to let him roam.

Can't have flap in the door. We are not allowed to modify doors or windows due to HOA.

Don't let him out. It's not safe for the wildlife and it's certainly not safe for him -- indoor/outdoor cats have much shorter lifespans on average than indoor only cats because of disease, cars, getting lost, etc.

Can you hang some bird feeders outside one or two windows to give him some kitty TV? Can you give him those toys that trap treats inside and he has to work to get the treats out? Can you add one of those kitty windowboxes that fits into the window (no modification I don't think) so he can be in the windowbox outside but not be free to run around?

Never let the cat roam outside. Lot of predators for cats outside. I see a lot of mossing kitty posters in my area

I let mine out a few times a week supervised. I mean supervised a crapshoot as they are cats and they can hop a fence in a second but if they go to the neighbor's front yard I go and get them (street?).
Key to this is I let them out HUNGRY so after half hour or however long I can take of the lunacy I yell 'dinner' and they run in. And if they don't - no food. They learn.

Of course they live outside. It smells good, tastes good, there's stuff to climb, things to see, space to run. Of course they like out.

We do kitty tv too. We open the screen door and put seed and nuts right outside the door. We get a million squirrels and birds out there.

we got a leash for our cat who's like this. she doesn't like wearing it but it's the only way we'll take her outside.

OP here. We have everything set for him. Our community does not allow bird feeders but I throw some bird food outside on the ground. This guy gets to watch the birds. He can entertain himself with that for a few minutes only. The meow begins wanting to go out. We walk him on a leash which he likes but that's just for 10 minutes. Back in the house and he meows to go out. He sits by the door and meows like he is crying to go out. I put a leash on him (vest like) and keep him outside by hooking the leash to the door knob. That way he can get the air and the smell outside but not run away. People in our community think that's unfair for him (I agree but what can I do?). His meowing time goes from 5 pm to 9 pm. Even if I feed him dinner early, he meows. It's not like he is full and will settle down in his bed. He.Just.Wants.To.Go.Out

Not all cats roam. Ours goes outside and stays mostly on the deck or just in our yard .

Ive had cats that really were only happy with a couple hours of outside time every day...confined to the house, they were miserable, and we
would rather our cats have shorter, happy lives, than live longer and be miserable.
