tipping on drinks - what's recommended?

What do you typically tip on just drinks? What about if it's "happy hour," and reduced prices?

I tip 20% on drinks. If it's happy hour, I give extra that would be roughly equal to 20% of the regular price of the drinks.

I only drink water, so tip $1 regardless of how many refills they give me. But if it's crowded, I won't take up space at the bar since a paying customer would help more than I would with my water.
