Isn't the book fair company in charge of deciding that?

Op here - not at our school. I know Scholastic book fairs have a set theme but we use a different vendor.

I would try to tie it to something they study in the fall and spring. Ask the science, social studies, or language arts teachers what are some typical subjects that happen during those times, e.g., plants and growth, space, heroes, mythology, etc.

Why does it need a theme? Ours are unthemed.

Which vendor do you use? Director here, always looking for anything NOT Scholastic. We've used Barefoot Books and Usbourne in the past (at different times, obviously). With both vendors they asked what I thought the children in each classroom were interested in, and brought more of those type of books...

^^ our independent school book fair is run by the parents Association . They use Bookworm and are very happy with it. It's held in early November the week of parent teacher conferences. They often use a winter theme.

Search "book fair themes" on Pinterest for some great visual ideas. In recent years I've seen fairy tales, fall/spring, love of books & characters, favorite books & characters, monsters, etc.

I used Bedford Falls out of NC this year and was very pleased with the selection, which was tailored to our school. I will be using them again (I've previously used Scholastic).
